Parish Councillor Sam Taylor-Dunn chaired the meeting as Chair of the JPWG. There were a total of six attendees.
- Chair’s opening remarks
The Chair requested that attendees observed basic meeting etiquette (e.g. raising their hands if they wished to speak, not talking over one another) and that she would not tolerate poor behaviour. - Updates on previous recommendations
The Clerk provided an update on the progress of previous recommendations from the JPWG.
a) The requirement for landing mats
The Conditions of Fishing had been updated to change the requirement into an advisory, dependent upon the type of fish caught and the angler’s skill and strength, placing emphasis on the welfare of the fish. The Conditions of Fishing now also included advice to include Fish Aid spray in an angler’s equipment.
b) The change to age limits
This has been updated. It had produced an anomaly, which the Clerk sought the JPWG’s advice on resolving.
The new age limit rules meant that anglers aged 11 or under did not require a Jubilee Pond fishing permit or a Rod Licence, but did require supervision by an adult who possessed both a fishing permit and a Rod Licence. Anglers aged 13, 14 or 15 did not require a Jubilee Pond fishing permit or supervision, but did require a Rod Licence. Anglers aged 16 and over require a Jubilee Pond fishing permit and a Road Licence. This left anglers who were specifically aged 12 not requiring a Jubilee Pond fishing permit or a Rod Licence, but also not requiring supervision.
The JPWG agreed that the resolution was to require all anglers aged 12 or over to require a Jubilee Pond fishing permit, in addition to a Rod Licence as required by the Environment Agency. This would promote greater inclusivity amongst those angling and help to improve the sense of community amongst permit holders.
The JPWG also agreed to recommend that all anglers aged between 12 and 17 should receive free Jubilee Pond fishing permits irrespective of their home location.
c) Jubilee Pond Warden roles
The Clerk advised that the Council had agreed, at their September meeting, to await the environmental survey report from Hugh Roberts before considering next steps, as there may be scope to consider a broader project that would include the Jubilee Pond Warden role.
d) Creation of a lending library of equipment
The Clerk enquired as to whether the JPWG felt this was still currently necessary given the recent voluntary efforts to share unused and unwanted equipment. The JPWG agreed to recommend that the creation of a lending library was no longer currently required, with a view to reviewing the situation at the meeting scheduled for 1 April 2025.
e) The creation of voluntary roles for Angling Coaches and to invite Keith Barber to apply for such a role
The Clerk confirmed that the roles had been created and advertised and that Keith Barber had been invited to apply. - Items raised by members
A member raised a number of issues that fell into two distinct categories.
The first were those that involved volunteering to undertake a series of maintenance tasks upon the fixed assets at Jubilee Pond, such as the wishing well, planters and bird boxes. The JPWG agreed that this was best addressed by direct contact with the Clerk.
The second related to environmental improvements and enhancements to the Jubilee Pond site. The Clerk explained that these were within the scope of the environmental survey and would be addressed specifically within that survey and by the Council upon receipt of the report and recommendations. The JPWG agreed to await the delivery of the environmental survey.
The next meeting of the JPWG will be at 7:00 pm on Tuesday 26 November 2024, in the Conference Room at Gilberdyke War Memorial Hall.
